Master-server implementation of the RpcTenantManagementService. Instances are handed to the frontend server as SIMON remote references, so every call from the frontend executes here on the master.

Bridges the tenant API to the legacy Mandant/IMandantDao mechanism: it authorizes the acting user against the target tenant before reading, then maps the legacy entity to a TenantDTO (never exposing the entity).

Every method is a unit of work, so a caller that already runs in a transaction reads through that transaction and sees its uncommitted work. A call that arrives over RPC from the frontend server runs in a transaction of its own.
